JOB SUMMARY:



The mission of the National Finance Center: To design, develop, implement and operate, cost-effective, financial, administrative, and management information systems and services supporting missions of the USDA and its customers.
This position is located in the Office of Chief Financial Officer, National Finance Center (OCFO/NFC), Information Technology Services Division (ITSD), Network Services Branch (NSB).

This vacancy may be used to fill additional similar positions in ITSD.

DUTIES:

The purpose of this position is to function as a technical expert and project leader of complex network communications projects.
As an IT Specialist (Network), you will be responsible for the following:
  • Analyze and evaluate work concerned with integrated systems of computer programs or computer equipment.
  • Develop and maintain procedures and software for reliability and integrity of the computer system data.
  • Advise and provide technical consultation and guidance to IT operating and management personnel on issues related to optimization of software and hardware utilization, configuration, and new development and techniques with respect to assigned projects.
  • Coordinate team efforts in accomplishing the work, directing development of overall plans, criteria, and network specifications.
  • Evaluate software, hardware, and network performance using complex analysis tools in order to correct operational deficiencies.
  • Oversee/perform equipment installation or relocation, testing and acceptance processes. Responds to and resolves problems with software, hardware and network management. Integrates several hardware, software, or network related services to provide an integrated network system.
  • Ensures that state-of-the-art technology is maintained for all computerized resources outside of the main host computer environment.

QUALIFICATIONS REQUIRED:


At the GS-11 level: One year of specialized experience that must have been at least equivalent to the (GS-09) level of specialized work experience in the Federal service, that included experience as a Network Administrator which included responsibility for performing troubleshooting and analysis of network infrastructure deployment and configuration issues and experience defining network requirements and maintaining network infrastructure; configuring hubs, routers, and switches; analyzing network workload; monitoring network capacity and performance; diagnosing and resolving network problems; and evaluating current technology available in a variety of categories. (Note: This experience must be demonstrated on your resume/supporting documents). 

At the GS-12 level: One year of specialized experience that must have been at least equivalent to the (GS-11) level of specialized work experience in the Federal service, that included experience as a Network Administrator which included responsibility for performing troubleshooting and analysis of network infrastructure deployment and configuration issues and experience defining network requirements and maintaining network infrastructure; configuring hubs, routers, and switches; analyzing network workload; monitoring network capacity and performance; diagnosing and resolving network problems; evaluating current technology available in a variety of categories and serving as a technical expert in recommending products and services to meet a variety of needs. (Note: This experience must be demonstrated on your resume/supporting documents). 
Applicants must also have IT-related experience demonstrating each of the four competencies listed below:

2.       Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3.       Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4.       Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.



At the GS-11 level ONLY:
A Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted for the experience requirements.

Combining Education and Experience: Combinations of successfully completed graduate education in excess of one year and experience may be used to meet total qualification requirements and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify.
